Microsoft Cloud Operations and Innovation (CO+I) is the team behind the cloud. Within CO+I, the Integrated Planning & Execution (IPE) - Infrastructure Utilization Effectiveness (IUE) team Responsible for global planning to maximize efficiency of our capacity while optimizing safety, security, and availability across our global datacenter portfolio. As a Senior Technical Program Manager focused on Infrastructure Utilization Efficiency, you will be responsible for leading and managing dependent stake holder OKRs across the EMEA Region, partner team projects, analytics, and growing key business partnerships aimed at optimizing power management infrastructure across diverse geographical locations and multi-disciplinary teams. You will work closely with cross-functional teams to develop and implement strategies for maximizing efficiency, increasing energy consumption, and ensuring sustainable practices in our cloud infrastructure.

We are seeking a highly skilled and motivated Senior Technical Program Manager to join our dynamic team. The ideal candidate will have a proven track record in managing enterprise level programs in a complex cloud infrastructure environment, ensuring seamless integration of cloud services, and optimizing performance across the organization. As an IUE Lead, you will play a key role in driving a successful multi-year execution, implementation of strategies and ongoing management of our cloud infrastructure initiatives across MSFT.
Responsibilities
Program Leadership and Strategy:
- Execute a comprehensive multi-year program strategy to optimize infrastructure utilization across Microsoft's global datacenters.
- Collaborate with senior leadership to align program goals with organizational objectives and business priorities.
- Lead cross-functional teams, including engineering, operations, and finance, to ensure program success.
Technical Expertise and Management:
- Utilize deep technical knowledge of datacenter IT and electrical infrastructure and tile power consumption, to drive program initiatives.
- Oversee the design, implementation, and optimization of power distribution systems within datacenters to improve efficiency and reduce costs.
- Analyze and interpret data related to power consumption to identify trends, anomalies, and opportunities for improvement.
Project Planning and Execution:
- Develop detailed project plans, timelines, and budgets for program initiatives.
- Monitor project progress, identify potential risks, and implement mitigation strategies to ensure timely and successful delivery.
- Coordinate with internal and external stakeholders to ensure seamless execution of program activities.
Stakeholder Engagement and Communication:
- Serve as the primary point of contact for EMEA Region, providing regular updates to senior leadership and stakeholders.
- Foster strong relationships with key stakeholders, including datacenter operators, engineers, and external vendors.
- Prepare and present comprehensive reports, presentations, and dashboards to communicate program status, achievements, and challenges.
Continuous Improvement and Innovation:
- Drive a culture of continuous improvement by identifying and implementing best practices, innovative solutions, and process enhancements.
- Stay current with industry trends, emerging technologies, and regulatory requirements related to datacenter infrastructure and power utilization.
- Lead efforts to pilot and evaluate new technologies and methodologies to enhance program outcomes.
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to, the following specialized security screenings: Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Qualifications
- Education: Bachelor’s degree in electrical engineering, or a related field. Advanced degree or extensive experience (e.g., Master’s, PhD) preferred.
- Expertise: Deep technical expertise in building power (electrical infrastructure and power distribution), and IT Infrastructure (server / network) within datacenters.
- Strong analytical skills with the ability to interpret complex data and make data-driven decisions.
- Excellent leadership, communication, and interpersonal skills.
- Program Management: Deep project management expertise with tools and methodologies (e.g., L6S, Agile, Scrum, PMP).
- Analytical Skills: Excellent analytical and problem-solving skills, with the ability to analyze complex data sets, identify patterns, and derive actionable insights to drive informed decision-making.
- Communication Skills: Strong verbal and written communication skills, with the ability to effectively communicate technical concepts to both technical and non-technical stakeholders.
- Team Player: Proven ability to work collaboratively in cross-functional teams, drive consensus, and influence decision-making in a fast-paced, dynamic environment.
- Adaptability: Demonstrated ability to adapt to changing priorities, manage multiple tasks simultaneously, and thrive in a rapidly evolving industry landscape.
Required/Minimum Qualifications
- Bachelor’s degree in Electrical Engineering, or a related technical field (or equivalent experience).
- Experience as a Technical Program Manager, Program Manager, or similar role in highly technical environments.
- Experienced in datacenter electrical design, implementation, and maintenance within hyperscale environments.
- Proven experience leading complex, cross‑team technical programs with significant infrastructure or platform components.
- Strong technical foundation in one or more of the following:
- Cloud infrastructure and distributed systems
- Platforms or large‑scale compute environments
- Hardware‑software integrations (compute, networking, storage, power, cooling)
- Demonstrated ability to manage execution in ambiguous, fast‑moving environments.
- Excellent written and verbal communication skills, with experience presenting to senior leadership
Additional or Preferred Qualifications
- Deep technical expertise in electrical infrastructure, power distribution and IT Infrastructure (server / network) within datacenters.
- Familiarity with Space, Power, Cooling optimization techniques to maximize IT allocation in critical environments.
- Experience delivering platforms in production environments.
- Familiarity with data center operations, hardware lifecycle management, or global deployment programs.
- Experience driving cycle‑time reduction or large‑scale process transformation.
- Background working with hyperscale cloud platforms or enterprise services.

Technical Program Management IC3 - The typical base pay range for this role across Switzerland is CHF 119,200.00 - CHF 195,500.00 per year. Certain roles may be eligible for benefits and other compensation.
