We are hiring a Manual Operations Lead, Legislative Data to join our team located in Washington, DC.

As the Manual Operations Lead, Legislative Data, you will:

  • Serve as the single point of contact for all manual bill and hearing data, including missed items, corrections, and new information needs.
  • Build and manage a distributed team of contractors or full-time staff across multiple states to enter and update legislative data quickly and accurately in our content management system (CMS).
  • Develop efficient workflows, set quality standards, and track progress to ensure timely delivery of updates.
  • Identify issues, flag opportunities for automation, and work directly with internal teams to improve tools and processes.
  • Establish and maintain strong working relationships with state agencies and legislative offices to source information directly and anticipate changes.
  • Drive projects that enhance accuracy, fill context gaps, and scale operations as our legislative coverage expands.

Essential Qualifications for this position include:

  • Prior professional work experience as a project manager with a track record of delivering results on deadline
  • Prior professional work experience in legislative research, data operations, or policy analysis
  • Ability to manage and motivate teams across multiple states
  • Ability to be organized, detailed-oriented, and process driven.
  • Knowledge of technical platforms (CMS/data platforms)
  • Communication skills, both written and verbal, with the ability to work cross-functionality with product, engineering, and external partners.

Preferred Qualifications for this position include:

  • Prior professional work experience using legislative data systems, onboarding teams, or supporting automation projects.
  • Prior professional work experience in a start-up organization

This is a hybrid work opportunity and our teams operate from the Washington, DC office (located at L and 15th St. NW) at least 4 (four) days per week. State Affairs offers a competitive salary and comprehensive benefits package to employees.

The annual salary range for this role as it is posted is $55,000 to $60,000 for candidates working from the State Affairs office in Washington, DC. The final job level and annual salary will be determined based on the education, qualification, knowledge, skills, ability, and experience of the final candidate(s), and calibrated against relevant market data and internal team equity. Benefits listed in this posting may vary depending on the nature of your employment with State Affairs.
